Digital sovereignty – from supply chain to data control 

 

Germany’s latest coalition agreement among its governing parties places digital sovereignty high on the political agenda. While not yet law, the agreement outlines clear priorities: reduce reliance on non-European vendors and promote European-built solutions that meet strict performance and security standards. The explicit goal is to have a European ecosystem of vendors to grant a reliable value chain and enforce full data sovereignty to European standards. 

 

To deliver on this, the newly formed Federal Ministry for Digitalization and Government Modernization is working to modernize procurement and execution. The vision is to make Germany a digital “lighthouse” that guides both public and private sectors across Europe. 

 

 

Cyber resilience – from cyber-defense to modularization 

 

Germany is also backing up its cyber defense ambitions with action. Billions in funding have been allocated to strengthen Germany’s Federal Armed Forces. German Chancellor Friedrich Merz appointed the Ministers of Interior, Exterior, and Defense in second and third place in the German Federal Government thereby putting a clear focus on public safety and defense. This focus is also reflected in the government’s coalition agreement: Germany’s digitization strategy must improve Germany’s cyber resilience, especially for critical infrastructures. As one aspect of this, manipulation of communication and information streams is to be prevented. As a second aspect, exchangeability via modular solutions instead of monoliths must be granted. 

 

 

Interoperability – from open standards to European interconnectivity 

 

Germany’s digital strategy also puts strong emphasis on open standards and interconnectivity.  This is to ensure that German-based technology stacks are interoperable with systems across European states and their government agencies.
